I had been hitting higher than I thought I should have every time I took shots off that fence, to rule out other factors i decided to take 2 shots at the same distance, 280 yards; one off the fence, then one off the bench using my vest.
The experiment is far from conclusive, but I'll start aiming 1MOA lower when shooting off the fence.
